How do recruitment agencies work?
If you’ve never worked with a recruitment agency before, the process may seem a bit murky. Most recruitment agencies provide two types of talent: contractors and direct hires.
For contractors, agencies effectively hire out workers from a pool of qualified talent the agency employs itself. Contract workers are usually paid by the hour, with the recruitment agency charging a premium on top of their hourly wage. Some recruitment agencies also charge a contract-to-hire fee in the event that an employer wants to bring a contractor on as a full-time employee.
For direct hires, the agency helps an employer find and hire a worker as a full-time employee. The agency makes money by charging a recruitment fee, usually based on a percentage of the talent’s first year base salary. Most agencies charge between 20 and 30 percent of the talent’s salary, but rates can go higher for more challenging hires.
This fee is usually paid:
- In multiple stages as the agency fulfills deliverables
- On a contingency basis (the client only pays if the agency makes a successful hire)

- Guarantee policy. If a new hire doesn’t work out—usually if they leave the organization within a certain time frame—a guarantee policy says the agency will replace that hire for free.
- Specialties. Recruiting is a complex and highly specialized line of work. It’s not unusual for larger recruitment agencies to offer services across a variety of job titles and skills, but this can be a red flag for smaller agencies.
